The lane kill rate shown in [Champion Analysis] - [Counter] represents the percentage of times an opponent champion is killed or assisted against during the laning phase (within approximately the first 14 minutes of the game). This does not refer only to solo kills.
Please note that this metric is not available for the jungle position.
